Introduction
The Business Office of the College of Education operates in conjunction with all University of South Carolina Policies and Procedures. The College of Education is a departmentalized college. All requests for any actions are required to be approved by the relevant departments prior to routing to the Dean's Office for final approval and subsequent submission to the appropriate University Office. Business Office approval consists of approval and signature by the Business manager or designated appropriate business office staff and approval and signature by the Associate Dean or Dean as prescribed by University or College of Education Policy.
Organizational Structure
The Business Office consists of the following positions: Business Manager, Administrative Coordinator and two (2) Administrative Assistants. The Business Manager is directly responsible for the operation of the Business Office. The Business Manager is supervised by the Associate Dean for Administration. The remaining Business Office staff is supervised by the Business Manager.
1. Business Manager
Under direct supervision of the Associate Dean for Administration, College of Education, serves as the Director for all administrative activities and responsibilities that involve the business, financial, or budgetary areas for the College of Education. Serves as the Personnel, Director, Procurement Director, Financial Director, Budget Director, and Business Manager in supervising all activities and approving all fiscal transactions relating to personnel, payroll, procurement, expenditure requests, budget formulation and management, and grant writing and submission. Prepares the budget for the College of Education and makes budget allocations. Directs monitorship of the budget for the College of Education in conjunction with faculty and staff four departments and five major areas. Acts as the College liaison with other areas of the University and other organizations in all fiscal matters. Approves grant proposals for submission.
2. Administrative Coordinator
The Administrative Coordinator serves as the budget/financial analyst for all operational (non-personnel) budget and financial areas. This office performs line item review of all operational data items which includes document review, entry into the University and College system, and required follow-up. Such review includes entry of items as precommitments or commitments of funds, reconciliation from commitments to expenditures processing of journal entries as directed and processing of budget adjustments as directed. Additionally, this positions serves as credit card liaison for the College.
3. Administrative Assistant (A)
This position is responsible for the daily review and processing of all personnel actions and payroll items. A complicated and systematic set of spreadsheets is maintained to monitor and reconcile payroll on a monthly basis.
4. Administrative Assistant (B)
This position is responsible for all paperwork distribution, file maintenance, typing and processing deposits and miscellaneous administrative/clerical functions for the Business Office.
